Strategy and management sims on Steam: grand campaigns, city-building and colonies
Strategy and management sims share one thing: you do not control a hero, you plan — an army and a campaign, the districts of a city or the habitats of a zoo. Under that umbrella sit grand strategy games with a turn-based map and real-time battles, city-survival builders and calm park managers alike. Below are six titles collected from marketplace sellers, grouped by sub-genre. Their delivery formats differ: some are licensed Steam keys, some are Steam gifts; the difference between the two is covered in detail in our guide on software from Steam and how to accept a gift. Grand strategy
The most “command-room” sub-genre: a turn-based campaign map, diplomacy and large-scale real-time battles. The marketplace carries two offers of Total War: Warhammer III — both, per their listings, are licensed Steam keys, but they differ in activation region and the editions on offer.
Total War: Warhammer III — editions and trilogy is, per the listing, a licensed Steam key for Creative Assembly’s fantasy strategy with the Realm of Chaos, Kislev and Grand Cathay. The options give you two choices: the third game on its own or the Warhammer I–III trilogy; the activation region is Russia, CIS countries and Europe.
Total War: Warhammer III / Trilogy is a second offer of the same game, also a licensed key with a “third game” or “trilogy (I + II + III)” choice. The difference per its listing is the activation region: Russia and any country except Asian countries. The gameplay is identical for both offers; what differs is the region list and the exact contents of each option, so check the option and your account region before paying.
Blood for the Blood God III is a DLC for Total War: WARHAMMER III, not a standalone game: it adds blood and brutal effects to battles (mature-audience content). Per the listing it is a Steam gift (not a key): a bot adds you as a friend and sends the DLC automatically, only to accounts with Russia as the store country. To use it you need the base Total War: WARHAMMER III already in your library — without it the DLC will not work.
City-building and survival strategy
Here the scale is no longer global but municipal: you lay out a settlement and its production chains and keep it afloat.
Manor Lords is, per the listing, a licensed Steam key for a medieval strategy game where a settlement grows from a village into a town through resources and production chains. The game is in early access (content and balance are still evolving), the activation region is Russia, Kazakhstan, Ukraine and CIS countries, and the key is delivered automatically.
Frostpunk 2 is the city-survival strategy sequel by 11 bit studios: an endless winter, a growing city and faction conflicts the Steward has to settle. Per the listing it is a licensed Steam key activating in Russia and CIS countries; the key is shown right after payment.
Management sim
A sub-genre with no threats or survival timers: the focus is on building, care and growing the park.
Planet Zoo is a zoo simulator by Frontier (the creators of Planet Coaster and Zoo Tycoon): habitats, care for realistic animals and growing your park in campaign or sandbox mode. Per the listing it is a licensed Steam key with a Global activation region (all countries, per the seller); the key is e-mailed to you instantly after payment.

What to check before paying
- Activation region. Each offer targets its own country list — a neutral restriction of the item. Match your Steam account’s store region (in the settings) with the region in the listing: the two Warhammer III offers have different country lists, and Blood for the Blood God III is Russia only.
- Edition and trilogy. Both Total War: Warhammer III offers let you pick either the third game alone or the trilogy (Warhammer I–III) in the options — check the contents before paying. Manor Lords is in early access per its listing.
- Base game for DLC. Blood for the Blood God III is a DLC: it requires the base Total War: WARHAMMER III to be installed first. Base game first, then the add-on.
